Philip Cadell Peebles was the son of Alexander Marshall Peebles and Euphemia Rankine. He joined the family business at an early age and he succeeded his father at the paper manufacturing firm A.M. Peebles & Son. In the late 1870s he bought the premises of the failed Rishton Paper Mill Company. The company also had operations in Whiteash, Lancaster. Peebles married Dora Louisa Spark and they had seven children. He used the wealth he had acquired from his mills to buy race horses in the 1880s. In 1883 the Rishton Paper Mill caught fire. He had insurance, but it was a setback to his business expansion. Peebles died in 1895 in London and was buried at Kensal Green Cemetery.
